Autographs from comic guests are pretty much always free. The only person I've ever known charge for a signature is Neal Adams. I'd be amazed if any of the guests put any kind of limit on the amount they'll sign, especially at a show like WCC where they're usually much quieter than the other guests.
Artists will usually offer original sketches - prices tend to vary depending on complexity and who it is. Usually about £10-£20.
